Our CEO, Mr. Seng Chan Thoeun, is a seasoned professional in the securities market, bringing over 10 years of experience and holding a master's degree in international finance from France. With a strong foundation in equity valuation, corporate restructuring, and financial statement analysis, he has successfully passed levels 1 and 2 of the Chartered Financial Analyst (CFA) program. Under Mr. Thoeun's astute leadership, Royal Group Securities (RGS) has achieved significant milestones in the Cambodia's capital market. He has spearheaded historic transactions, including overseeing the initial public offerings (IPOs) of three state-owned enterprises (PAS, PWSA, and PPAP). Moreover, he has led groundbreaking initiatives such as the first-ever corporate bond issuance, green bond and sustainability bond, guaranteed bonds by CGIF and GuarantCo, as well as the first-ever SME IPO on the growth board of CSX.

Mr. Tieng Sivansak

With eight years of dedicated experience in the development of Cambodia's capital market, Mr. Tieng Sivansak brings a wealth of expertise to his role as our COO. He holds a Bachelor of Arts in English from the Institute of Foreign Languages and has successfully passed level 1 of the prestigious Chartered Financial Analyst (CFA) program. Throughout his career, Mr. Sivansak has achieved notable milestones that have contributed to the growth and success of Cambodia's capital market. His accomplishments include publishing an equity research report on Bloomberg Terminal, which has been instrumental in providing valuable insights and fostering informed investment decisions, displaying his analytical prowess. Even during the challenging times of the COVID-19 pandemic, he played a pivotal role in the successful completion of the ACLEDA Bank IPO. Furthermore, Mr. Sivansak addressed exchange rate risk concerns by introducing Fx-indexed bonds, which were approved by the National Bank of Cambodia (NBC).

He has also been involved in underwriting the first-ever green bond issuance and co-developing various programs to support the growth of SMEs and listed companies in Cambodia. With his extensive knowledge and accomplishments, Mr. Sivansak plays a vital role in ensuring the operational excellence of our organization.
